The project was implemented in two pilot district courts in the country – Sofia and Varna in May 2001 to June 2002.

In order to introduce internal control of mechanisms against corruption and raising the prestige of the judiciary was made a content analysis of publications in local press, were held focus groups and found civil reception for signals and complaints, which showed public perception of the problem.

It was analyzed and the current national and international legislation and then were drafted recommendations for changes and additions to national legislation to harmonize with international standards.

As a result it was developed and tested the draft Code of Conduct of employees in the judicial administration at the same time with learning methodology for its practical implementation.
