ESTABLISHMENT OF ACTUAL AND POTENTIAL CASES OF “CONFLICT OF INTERESTS” IN PUBLIC ADMINISTRATION IN BULGARIA (2002)
This project was initiated in October 2002 and was implemented within the structures of the Ministry of Justice and Ministry of Labour and Social Policy, as well as within six regional administrations (Sofia, Plovdiv, Burgas, Varna, Vratsa and Veliko Tarnovo).
In order to restrict the occurrence of hypotheses for conflict of interests within the work of Public Administration (PA) in Bulgaria a research methodology for analysis of such type of a circumstance was prepared. In addition, a comparative legal study of the relevant foreign jurisdictions and a survey of public perceptions of the issue were formed.
As a result, a Catalogue of effective regulatory mechanisms was created in order to limit the possible cases of conflict of interests within the work of the PA and a training course with representatives of the PA was held in order to identify such type of situations.
