Due to frequent changes in the electoral legislation, it is difficult for members of the sectional election commissions to develop expertise, said Kalin Slavov, the Executive Director of Transparency International Bulgaria, on Radio Shumen.
Transparency International Bulgaria came to the conclusion that last-minute changes to electoral legislation are politically-motivated and driven by desire to achieve automatic victory in the elections.
Kalin Slavov pointed out that MPs additionally hinder the electoral process in regard to inappropriate paper being used for machine voting ballots.
