In view of the entry into force of the Law of Divestment in Favour of the State of Property Acquired from Criminal Activity and the forthcoming constitution of the Commission for Establishing of Property Acquired from Criminal Activity (CEPACA), Transparency International – Bulgaria is launching a process of civil monitoring of the procedure to select the members of the Commission.
The object of our observation is the process of nomination, selection and appointment of members of the Commission. It is of utmost importance that CEPACA be constituted in a motivated manner, within the term prescribed by law and following clear rules and transparent procedures, in accordance with the law’s declared high objectives and EU’s expectations for the creation of an effective instrument in confronting the economic underpinnings of organised crime.
With regard to the implementation of the civil monitoring, Transparency International – Bulgaria is initiating a series of meetings with the institutions involved in the nomination and selection of Commission members: the Prime Minister, the President, the Parliament and Parliamentary Factions.
