Training for Designated Officials Under the Law on Whistleblower Protection

Transparency International Bulgaria organizes specialized training sessions for employees responsible for receiving, reviewing, and processing reports under the Protection of Persons Reporting or Publicly Disclosing Information on Breaches Act , as well as in accordance with the requirements of Directive (EU) 2019/1937 on the protection of persons who report breaches of Union law.

The goal is to enhance the expertise and practical skills of employees who play a key role in the effective enforcement of the law in the public sector.

The first training session will take place on October 8 and 9, 2025, in Sofia, and the next one on November 26 and 27 in Veliko Tarnovo; it will be aimed primarily at government officials from ministries with which Transparency International Bulgaria has signed cooperation agreements.

The training sessions are designed to:

  • – outline the legal requirements, procedures, and timeframes for handling reports in accordance with the law;
    – clarify employees’ responsibilities in ensuring the confidentiality and protection of the identity of whistleblowers;
    – present European practices and ethical standards for managing cases of misconduct in the public sector;
    – promote the exchange of experiences and inter-institutional dialogue for more effective enforcement of the law.

The training sessions include practical case studies, analysis, and discussions, with an emphasis on preventing retaliation, accurately documenting information and actions taken, and communicating effectively with whistleblowers.

Effective enforcement of the law depends on how well-prepared the institutions are to respond professionally, impartially, and with a high degree of confidentiality to every report they receive.

Through these training sessions, Transparency International Bulgaria continues to work toward building a sustainable system of integrity, accountability, and trust in public administration and toward the effective protection of whistleblowers.

The training sessions are implemented as part of the LAW (Legitimacy and Accountability for Whistleblower Protection) project in partnership with Transparency International Romania, funded by the European Commission under the “Citizens, Equality, Rights, and Values” (CERV) programme.

The CERV programme aims to protect and promote the rights and values enshrined in the Treaties of the European Union and the Charter of Fundamental Rights by supporting active civil society organizations at the local, national, and European levels.
