Stronger Civic Scrutiny Through Training and Digital Tools Use

TI-Bulgaria team continues delivering training sessions on monitoring in the field of public procurement to citizens.

The trainings are focused on the practical application of knowledge for detecting and assessing potential corruption risks within public procurement processes.

Key stages of public procurement procedures—often overlooked, yet prone to irregularities and a lack of transparency — were also highlighted.

Today’s session covered a systematic approach to monitoring, emphasizing the importance of presenting well-substantiated findings. It also addressed common risk patterns, such as the restriction of competition at an early stage, inadequate oversight during contract execution, and subsequent contractual amendments that can lead to increased costs or compromised quality.

A significant portion of the program was dedicated to the use of digital tools. Participants explored methods for the structured collection and analysis of information using the Monithon Reporting Tool, which enhances the traceability and transparency of these processes.

As a result of the training, civic monitors have strengthened their practical capacity to identify early warning signs of risk and to formulate well-grounded positions, supported by concrete data and analysis.

The training is part of the activities within the iMonitor 2.0 project, implemented with the support of the European Commission under the Internal Security Fund. Additional information about the initiative can be found at the project website: https://imonitor.govtransparency.eu/
