In relation to the implementation of Directive (EU) 2019/1937 of the European Parliament and of the Council on the protection of persons who report breaches of Union law and the upcoming deadline for transposition for the Bulgarian legislation, Transparency Interantional – BG believes that reporting signals is one of the most effective tools for detecting and punishing corruption behavior and irregularities.
Together with team of experts in different legal areas we developed a draft Law on the whistleblowers protection.
The lack of effective protection of whistleblowers often raises fear of retaliation or other negative consequences. The introduction of legislation will affect deeply different areas of the national law system in the field of material as well as procedural rules.
A number of public institutions, non-governmental and business organizations believe that good protection of whistleblowers and their confidence in it is going to motivate people to report breaches.
The transposition of the Directive into the national legislation will affect state organs and municipalities as well as broad spectrum of business representatives who will have to take and implement practical actions in this direction.
As an organization working for the protection of whistleblowers for a lot of years, TI-BG is going to be actively engaged with the topic.
