Corruption Perceptions Index 2025

В периода 2012 – 2024 г. България получава между 41 и 45 точки и обичайно заема едно от последните места сред държавите от Европейския съюз. Всеки резултат под 50 точки показва системен проблем с превенцията и противодействието на корупцията.

Corruption Perceptions Index 2025: Bulgaria Records a New Low

Bulgaria’s score has deteriorated, falling to 40 out of possible 100 points this year. The country ranks 84th out of 182 countries and territories, marking its worst performance since 2012.

In the last two years alone, Bulgaria’s score has dropped by 5 points—a statistically significant shift. This decline underscores the consequences of failing to take decisive action against kleptocratic networks, the long-standing “facade” efforts to combat corruption, intensifying attacks on civil society, and the fallout from the partial annulment of elections—an unprecedented event in the country’s modern democratic history.

This negative trend is linked to a weakening institutional environment, persistent political crises, attacks on civil society, and the unprecedented partial annulment of parliamentary elections. The dissolution of the Anti-Corruption Commission and delays in appointing leadership for key regulatory bodies have further exacerbated issues regarding governance and accountability.

Corruption remains a serious risk for the business sector: 55% of companies identify it as a significant problem, while 89% perceive it to be widespread. This creates an environment where competition is distorted, investments are deferred, and the shadow economy and money laundering remain major challenges.

Within the European Union, progress in the fight against corruption remains stagnant, with an average score of 62 points for the region. Bulgaria once again ranks last among member states, tied with Hungary.

A lack of progress on key reforms, unfulfilled international recommendations, and the ineffective implementation of anti-corruption legislation place the country in an unfavorable position—both within the EU and regarding its accession process to the OECD.

About the Corruption Perceptions Index

The Corruption Perceptions Index has been published annually since 1995; it assesses 182 countries and territories based on perceptions of corruption in the public sector. It draws on data from 13 independent sources, including the World Bank, the World Economic Forum, and others.

The sources used to assess Bulgaria include established international studies and indices that measure the quality of democracy, the rule of law, competitiveness, and risk management. These include: the Bertelsmann Transformation Index, the Economist Intelligence Unit Country Ratings, Freedom House’s “Nations in Transit”, Global Insight’s Country Risk Ratings, the IMD World Competitiveness Yearbook, the PRS International Country Risk Guide, the Varieties of Democracy Project, the World Economic Forum’s Executive Opinion Survey, and the World Justice Project’s Rule of Law Index. The scores are based on analyses by experts and business representatives; the most recent methodological review was conducted by the European Commission’s Joint Research Centre in 2017.
