“CIVIL MONITORING OF THE ELECTION CAMPAIGN FINANCING FOR THE LOCAL ELECTIONS IN BULGARIA”

Since the beginning of September 2007 Transparency International – Bulgaria implement an independent civil monitoring of financing of local elections campaign. This initiative was organized with the financial support of the Democracy Commission at the US Embassy in Sofia.

Having in mind the specifics of the local elections, the monitoring has been implemented with the cooperation of local monitoring teams on the territory of 6 towns at the North and the South Bulgaria – Varna, Rouse, Vidin, Bourgas, Haskovo and Dupnitsa.

The main activities at the implementation of the initiative are to be located in the following guidelines:

Training of local monitoring teams on the methodology for carrying out civil monitoring designed by Transparency International – Bulgaria;
Monitoring of the election campaign within the monitored municipalities;
Media monitoring of publications in national, regional and local press regarding the election campaign running and its financing;
Survey of public perceptions concerning the level of transparency at the elections campaign financing and the violation practices of the electoral legislation;
Consultations, summary and analysis of the information from monitoring carried out.

During the elections campaign Transparency International – Bulgaria initiated and made a campaign against the expanding practices of votes purchase and distortion of the election process.
