The Index for Transparent Political Parties Financing (ITPPF) in Bulgaria is elaborated within the TI – Bulgaria “Promoting Transparency in Political Party Financing in Bulgaria” project (2004-2005).
The ITPPF represents a transparency value on the scale between 0 and 10, where 0 corresponds to lack of transparency and 10 – to maximum transparency level. The index is calculated as an average of two separate components:
Objective – based on the assessment of publicly available financial statements submitted by political parties, and
Subjective – involving data received through purposive sociological research on public perceptions of the level of transparency and integrity of political parties financing among representatives of the business, political parties, non-governmental organizations and the media.
In 2005 the sociological research was conducted in 7 cities and towns: Sofia, Ruse, Razgrad, Stara Zagora, Yambol, Sevlievo and Asenovgrad. In the poll participated 253 individuals representing all four stakeholder groups.
The average value of the ITPPF for 2005 is estimated at 2.66 points, incorporating 3.08 points of the objective component and 2.24 points of the subjective component respectively.
The results from the research served as a basis for further initiatives of Transparency International Bulgaria aimed at enhancing of public demand for transparency of political parties’ financing, awareness raising campaigns, and introduction of integrity mechanisms in this field in accordance with the best European and global practices and standards.
